Minutes of Meeting of
Board of Directors of
Atascadero / Green Valley Watershed Council
A meeting of the board of directors of the Atascadero / Green Valley Watershed Council was held on Saturday, January 14, 2023, at 10AM at Burbank Heights. Jean Redus, Angela Ford and Bob Burke, being all of the directors, were present. Jean called the meeting to order, and Bob agreed to record minutes of the meeting.
• Officers. Jean agreed to serve as president of the Council and Bob agreed to serve as secretary and treasurer. The directors confirmed such appointments.
• Members. Bob had circulated a somewhat dated spreadsheet of members maintained on Google Drive at: https://docs.google.com/spreadsheets/d/1gTV8JMmWyCPf9C6QkDX-8X4H6BmnguRL3GRcUhEh2cc/edit#gid=0 , and he mentioned the list Rue Furch uses to communicate with Council members, located at:
agv-watershedcouncil@googlegroups.com . Jean reported that she and Rue are the co-moderators of that Google Group. Bob agreed to contact Rue to discuss the existence of the two membership lists.
Bob offered to prepare a draft of a message to everyone on either of those membership lists, informing them of current efforts to revitalize the Council. The directors will review and discuss the draft before deciding on a timetable for circulation.
Bob reported on his recent phone conversation with Ingrid Stern, a former member and director. Ingrid suggested that a visioning session at a meeting of past and prospective members might be a good way to start revitalizing the Council. The directors agreed that would be a beneficial approach, and all agreed to bring to the next meeting names of individuals and organizations that could be invited to such a session.
• Financial Matters. Bob reported that he had been told by John Roberts, former treasurer, that the bank account formerly held by the Council at WestAmerica Bank had been closed with a zero balance some years ago. Bob said he would attempt to open a new bank account and Angela encouraged opening one at Redwood Credit Union. Angela paid her 2023 dues and was welcomed as a member. Jean will add Angela to the Google Groups list of members. Bob reported that he is also holding the dues paid by Jean and himself.
• Activities of Interest in the Watershed.
Angela reported on a cellular tower proposed to be constructed at 9300 Mill Station Road. She has had some contact with a group of nearby residents who are concerned about the appearance of the proposed tower, and question whether it is really needed. Bob said he would not want the Council to be seen as having a predictable NIMBY posture with respect to projects of this type; rather, he would like the Council to oppose only those detrimental to the watershed without any meaningful compensating benefit. For proposed projects where reasonable people could disagree on their appropriateness, Bob would like to see the Council be a voice of reason and compromise. For example, the Council could try to work with the cellular company to make the specifics of the project be as beneficial as possible. Jean said she would like the Council to not have any preconceived notions about proposed developments but, rather, to work for the best possible overall outcome. All directors agreed the Council should strive for collaboration.
Bob reported on his and Angela’s acquaintance, Beverly Rudolph, who owns a parcel of property bisected by Atascadero Creek, just south of Ragle Ranch Park. Beverly is very interested in establishing a wildlife corridor linking the Atascadero riparian corridor from Ragle Ranch Park to south of Bodega Highway. Bob is staying in contact with Beverly as her plans evolve.
Next Meeting. The directors agreed to meet next on Saturday, February 11, at 10AM. Angela will check the availability of the conference room at Burbank Heights, where the board would like to meet if it is available.
